Disney Parks Accepts Shareholder Proposal on Disability Access System Changes

Disney has quietly agreed to a shareholder-led review of its updated Disability Access Service (DAS) program. For years, DAS (the system that replaced the old Guest Assistance Card) let many guests with disabilities schedule ride return times instead of waiting in line. In April 2024 Disney announced major changes: now only guests with developmental disabilities (like autism) qualify, and guests must pre-register via a video chat with a health professional. These new rules left some families upset, sparking news coverage and even lawsuits.

In response, shareholder Erik G. Paul filed a proposal asking Disney to commission an independent review of the new DAS policy (to compare it to the old policy and to competitors). Disney initially tried to block this proposal from the 2026 shareholder proxy, but SEC rules forced the issue. On January 19, 2026, Disney announced it has withdrawn its request to keep it out and will include the proposal in next spring’s proxy materials. In practical terms, this means Disney shareholders will get to vote on whether to commission an outside audit of the DAS changes.

For guests with disabilities and their families, this development offers hope that Disney is listening. It doesn’t guarantee any immediate policy fixes – only a review – but it shows accountability at the highest levels. Disney still hasn’t said when the review would happen or who would conduct it. But including the proposal means we should see results or recommendations in the coming months, after the March 2026 shareholder meeting. We’ll keep an eye out and share any updates. Ultimately, Disney’s goal is to ensure everyone has fun and safe experiences in the Parks, and this review could help improve that.
